Dr. Theodore L.
Hullar was appointed to the International St.
Lawrence River Board of Control on September 26,
1999. Dr. Hullar served as Director of the Cornell
University Center for the
Environment (1997-2000) and professor of natural
resources. He previously served four years as
Director of Cornell University’s Agriculture
Experiment Station (1981-84), a Deputy Commissioner
of the New York State Department of Environmental
Conservation (1975-79), and Commissioner of
Environmental Quality in Erie County, New York
(1974-75). Dr. Hullar initially joined the Cornell
faculty in 1979, and then rejoined the Cornell
faculty in 1997 following his service as Chancellor
of the University of California, Davis
and the University of
California, Riverside. He is a
member of the National Research Council’s Water
Science and Technology Board (2006-present), was
chair of the Council’s Board on Agriculture
(1988-94), and was a member of the Environmental
Advisory Board for the US Army Corps of Engineers
(2003-06). He originated and was chair of the
National Water Initiative, a partnership among
universities, government, and the private sector for
advancing research and application of research to
important national water issues. Dr. Hullar holds
both Bachelor's and Doctor of Philosophy degrees
from the University of
Minnesota.
